Split commission lets project proceed; Levy to break ground soon

CORONADO -- Chalk up another victory for Bill Levy.

In a 6-4 vote, the California Coastal Commission on Tuesday moved the developer one step closer to breaking ground on his Entrada de Santa Barbara project.

"We're in business," Mr. Levy said amid cheers and congratulations after a three-hour hearing that began at 9 a.m. inside the historic Hotel Del Coronado near San Diego. He plans to break ground in June, despite an outstanding lawsuit over the project.

The 12-member commission decided not to hear appeals brought by three organizations that disagreed with the Santa Barbara City Council and Planning Commission, two panels that recently approved Mr. Levy's plan to reshape portions of three lower State Street blocks with time-share condos and retail shops.
