OCEANSIDE ---- The city released the final environmental impact report for Manchester Resorts' proposed 400-room
downtown beach resort and an adjoining timeshare project in Oceanside on Tuesday. Residents expecting big changes
in the report or the controversial project will be disappointed.
"The basic conclusions of the report haven't changed," said Jerry Hittleman, senior environmental planner
for the city. "This is essentially the same project and the same report."
The report, which is scheduled to go in front of the City Council for approval on Oct. 24, includes a separate
section containing hundreds of pages of responses to about 850 letters from residents who wrote in to comment about
a draft report on the project released in June.
