As Orange County Chairman Rich Crotty prepares to introduce tighter lobbying restrictions, one lobbyist is putting commissioners to the test on playing by the rules.

Bertica Cabrera Morris, a familiar figure in the fifth-floor halls of the county administration building where the chairman, commissioners and senior county staffers work, admitted Wednesday that she violated county rules by representing companies she is not registered to work for.
