Dozers roll at Dove Mountain

Work halted by concerns for owl is allowed to resume in Marana

The bulldozers are rolling again at the Dove Mountain project in the Tortolita Foothills, more than a year after problems with the endangered pygmy owl halted all clearing for the 6,500-home development.

Two new federal permits and a favorable U.S. Fish and Wildlife Service biological opinion triggered the resumption of grading a little more than a week ago at the project in Marana. The federal clearance stems from an agreement by Dove Mountain developer Cottonwood Properties to preserve 2,397 acres of owl-friendly land at an undetermined location.

The permits came from the U.S. Army Corps of Engineers and the Environmental Protection Agency. The Corps must approve building activity affecting major washes on the site. The EPA must approve controls of storm water runoff for any development 5 acres or larger.
